Fabrice Denis
President of the Institute for Smarthealth (INeS), is a radiation oncologist (MD) at the Centre de Cancérologie de la Sarthe in Le Mans, France. Additionally, he holds the position of Associate Professor of e-health at the Medicine School of Paris Cité. With a PhD in Life Sciences, he serves as an associate researcher at the French academic National Center of Scientific Research (CNRS) in Rouen. Dr. Fabrice Denis is also an advisor for governments and industrial companies, leveraging his expertise in e-health. He has been a pioneer in research focused on patient self-reporting of symptoms for effective patient surveillance.

He is the past president of SPMS, Portugal's Digital Health Agency, where he led National eHealth efforts for close to 7 years, and the former Member States co-chair of the EU eHealth Network, the highest policy body on eHealth in the Union. He has worked as Hospital Fernando Fonseca CMIO for over 4 years leading fast digital transformation with implementation of an advanced EHR, and creating a research center. He now works as an Academic in two high-ranked business schools and one medical school, on individual consulting projects in Healthcare Transformation and Digital Health

Professor of e-health in eMedLab at Tallinn University of Technology. Also holds a radiologist position at East Tallinn Central Hospital, Estonia, and is a short-term consultant for the WB, ADB and KfW. He is a founder and member of the board of e-health and radiology consulting companies SMIS International OÜ and OÜ Safe To Act. Dr. Ross has previously worked as a Director of R&D and a Head of the Diagnostic Clinic at East Tallinn Central Hospital. He has been a member of the supervisory board of the Estonian E-Health Foundation and the Estonian Health Insurance Fund.
